What makes a free-to-play game feel fair to everyone?

Whenever I try a new free-to-play game, I wonder where the line is between a fair monetization system and one that gives paying players too much of an advantage. Are there any common signs that a game has found the right balance, or does it mostly depend on the type of game?

The best free-to-play games usually let every player enjoy the core experience while keeping purchases optional rather than necessary. Cosmetic items, battle passes, and convenience features often work better than locking progress behind payments.
